Paul represents for-profit entities, non-profit entities, and housing authorities in all aspects of the planning, financing, and development of affordable housing. He was already working on low-income housing when the Federal government created the low-income housing tax credit that now finances most affordable housing. Paul also represents owners and developers of market rate multifamily housing in connection with the acquisition, development, operation, financing and refinancing of such projects. He is familiar with and has worked on HUD construction financing and refinancing, as well as Fannie Mae and Freddie Mac financing of both affordable and market rate housing. He has worked with both for-profit and non-profit clients seeking property tax exemptions for their multifamily housing projects. His area of practice also includes the acquisition and rehabilitation of existing multifamily projects utilizing tax-exempt bonds coupled with 4% low-income housing tax credits and utilizing 9% low-income housing tax credits and on occasion historic tax credits. He has worked extensively with clients utilizing the various state and local programs to assist with the development of affordable housing including gap financing and energy credits available for such projects. He does urban projects and also assists clients build housing in rural areas utilizing USDA Rural Development Programs. Paul works on senior and multifamily projects. He also works with lenders who provide predevelopment, construction, and term financing to affordable housing developers.

Paul is a graduate of the University of Iowa and the University of Iowa College of Law. He is a member of the Oregon State Bar, the Washington State Bar, the American Bar Association, and
the American Bar Association Forum on Affordable Housing.
